我省施工企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化考核適用本辦 法 第三條第三條 本辦法所稱施工企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化 是指 施工企業(yè)通過建立安全生產(chǎn)責(zé)任制 制定安全管理制度和 操作規(guī)程 排查治理隱患和監(jiān)控重大危險源 建立預(yù)防機 制 規(guī)范生產(chǎn)行為 使各生產(chǎn)環(huán)節(jié)符合有關(guān)安全生產(chǎn)法律 法規(guī)和標(biāo)準(zhǔn)規(guī)范的要求 人 機 物 環(huán)處于良好的生產(chǎn) 狀態(tài) 并持續(xù)改進 不斷加強企業(yè)安全生產(chǎn)規(guī)范化建設(shè) 第四條第四條 本辦法所稱施工企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化考核 以下簡稱施工企業(yè)安全標(biāo)準(zhǔn)化考核 是指縣級以上住 房城鄉(xiāng)建設(shè)行政主管部門 以下簡稱考核主管部門 依 據(jù) 建設(shè)工程安全生產(chǎn)管理條例 等法律法規(guī)以及 施工 企業(yè)安全生產(chǎn)管理規(guī)范 GB50656 予以登記 受理 對申報資料不齊全的 不予以登記受理 并書面一 次性告知原因和需要補充的資料 第九條第九條 安全標(biāo)準(zhǔn)化考核主管部門應(yīng)當(dāng)成立 3 人以上 的安全標(biāo)準(zhǔn)化考核評審小組 采取聽取匯報 查閱資料 召開座談會 現(xiàn)場核查等形式對企業(yè)安全標(biāo)準(zhǔn)化開展情況 進行實地核查 并抽查企業(yè)規(guī)定數(shù)量的在建項目 安全標(biāo)準(zhǔn)化考核評審小組應(yīng)當(dāng)按照工程項目類別 建 設(shè)規(guī)模 區(qū)域分布等 隨機抽取企業(yè)在建項目 并接受紀(jì) 檢監(jiān)察部門監(jiān)督 抽查項目數(shù)量 按照特級施工企業(yè)不應(yīng) 少于 8 個 一級施工企業(yè)不少于 5 個 二 三級以及不分 等級的施工企業(yè)不少于 3 個 企業(yè)在建項目少于上述規(guī)定 數(shù)量的 應(yīng)全數(shù)檢查 無在建項目的企業(yè) 安全標(biāo)準(zhǔn)化考核視為缺項 有在 建項目時 按前款執(zhí)行 其中主項資質(zhì)為消防設(shè)施專業(yè)承包 環(huán)保工程專業(yè)承 包 電信工程專業(yè)承包 確定施工企業(yè)安全生產(chǎn)考核評價等級 考核評價等級分為 合格 基本合格 不合格 三個等級 第十一條第十一條 安全標(biāo)準(zhǔn)化考核評為 不合格 基本 合格 或存在突出問題的 企業(yè)應(yīng)當(dāng)按照隱患整改 五到 位 的原則 限期提出整改方案 落實整改措施 整改完 成后重新申請安全標(biāo)準(zhǔn)化考核或評價 第十二條第十二條 安全標(biāo)準(zhǔn)化考核評審小組應(yīng)當(dāng)將安全標(biāo)準(zhǔn) 化考核評定結(jié)果公示 公示期不少于 7 個工作日 公示 期滿無異議的 由考核評審小組將考核評定為 合格 等 級的企業(yè) 經(jīng)縣級以上住房城鄉(xiāng)建設(shè)行政主管部門按季度 報省住房和城鄉(xiāng)建設(shè)廳公布 認(rèn)定為 貴州省建筑施工企 業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化達標(biāo)企業(yè) 第十三條第十三條 發(fā)現(xiàn)施工企業(yè)安全標(biāo)準(zhǔn)化考核中有弄虛作 假行為的 施工企業(yè)安全標(biāo)準(zhǔn)化考核主管部門應(yīng)當(dāng)給予企 業(yè)通報批評 責(zé)令改正 取消考核評定結(jié)果 并重新考核 第十四條第十四條 安全標(biāo)準(zhǔn)化考核有效期為 3 年 建筑施工 企業(yè)應(yīng)當(dāng)在安全標(biāo)準(zhǔn)化考核有效期滿前 6 個月內(nèi)按原程序 重新申請安全標(biāo)準(zhǔn)化考核 第十五條第十五條 安全標(biāo)準(zhǔn)化考核評審小組應(yīng)當(dāng)對通過安全 應(yīng)當(dāng)納入動態(tài)核查 范圍 一 發(fā)生一般及以上生產(chǎn)安全事故的 二 受到停業(yè)整頓 降低資質(zhì)等級 暫扣或吊銷安 全生產(chǎn)許可證等行政處罰的 三 在 12 個月內(nèi) 同一企業(yè)同一項目因存在突出安 全生產(chǎn)隱患 被兩次責(zé)令停止施工的 或在 12 個月內(nèi) 同一企業(yè)在同一市 縣內(nèi)三個項目因存在突出安全生產(chǎn)隱 患 被責(zé)令停止施工的 四 在建項目被責(zé)令停止施工后 經(jīng)整改仍達不到 要求或拒不停工整改的 五 企業(yè)安全生產(chǎn)條件發(fā)生重大變化的 第十六條第十六條 施工企業(yè)應(yīng)當(dāng)在規(guī)定時限內(nèi)通過安全標(biāo)準(zhǔn) 化考核
