Partoftheproblemisthatvirtuallyallthedevicesinplaceareoperatedbyprivatefirmsthathandleeverythingfrominstallingthemachinerytoidentifyingviolations—oftenwithminimalpoliceoversight—andhaveanincentivetopullinasmanydriversastheycan.Thecompaniesgetpaidasmuchas$70aticket,andthetotalrevenueishardlychumpchange.SanDiegohasgotin$15.9millionlastyearandWashington$12.8million.“It’sallaboutmoney,”saysCongressmanBobBarr,aleadingcritic.Notso,insistsTerranceGainer,Washington’sexecutiveassistantchiefofpolice.“Wehavereducedfatalities.IfsomecompanyismakingmoneyoffthatthatisAmericanway.”
