BriefIntroductionoftheCompany

CSCECConstructionCo.LTDisaconstructionenterpriseinvestedbyhisholdingcompany,ChinaStateConstructionEngineeringCorporation(CSCEC)offeringmainlyservicesofgeneralprojectmanagementinengineeringconstructionprojectscontractingbusiness.

ThecompanywasestablishedandregisteredinChinain1993anditwasratifiedasastate-levelconstructioncontractingenterprisebytheMinistryofConstructionofPRC.

TheprojectofBeijingLufthansaCenter(anationalproject)contractedbythepredecessorofthecompanywasexecutedandmanagedseverelyinaccordancewithFIDICcontractconditionsandwascompletedontimewithgoodquality.Theprojectwasawarded“LuBanPrize”,thedesignationofgoodqualityprojectbytheMinistryofConstructionofPRC,andtheNationalPrizeforGoodQualityProject.

Thecompanyhaveenjoyedthehighsocialprestigeandobtainedtheeconomiceffect.SincetheestablishmentoftheCompany,theCompanyhascontractedorcompletedinsuccessionthemajorprojects,suchastheNewGermanEmbassyinBeijing,theNORINCOBuilding,BeijingSunflowerTower,BayerPharmaceuticalPlantandHeadOfficeBuildingofBankofChina,etc.

TheCompanystrictlyimplementsthecontract,andputsqualityfirstinitscontractedprojects.TheCompanyalwayssatisfiestheEmployersbyofferingthequalityservicesthatconformtotheinternationalqualitystandards.

TheCompany,soonafteritsestablishment,formulatedthequalityassurancesysteminaccordancewiththerequirementofGB/T19000ISO9000andwasgivenformalrecognitionandcertificateofqualitysystemcertificationforISO9002.

IntroductionoftheQualityAssuranceManual

ThisQualityAssuranceManualhasdescribedanddefinedthequalitysystem,thequantitypolicyandthequalityobjectivesoftheCompany.

ThemanualshallbeaguidedocumentconcerningthequalitysystemoftheCompany.

ThemanualshallbeappliedtoallkindsofWorksofCivilEngineeringConstructioncontractedbytheCompany,includingindustrialandcivilbuildingprojects.

ThemanualshallbeatopsecretedocumentcontrolledbytheCompany.

ThemanualshallbepreparedbytheQualityAssuranceDivisionandreviewedbytheManagementRepresentative.ThemanualshallcomeintoforcefromthedateofapprovalbytheManagingDirectoroftheCompany.

Beforethemanualisofficiallyissued,theQualityAssuranceManual

ShallbereviewedbyManagingDirector,ManagementRepresentative,

ManagersofProjectDivisionandDivisionmanagersinordertoguaranteeitsclearandaccuratemeanings,itssuitabilityanditsreasonablestructure.

ThemanualshallcomeintoforcebeginningfromthedateofapprovalbytheManagingDirectoroftheCompanyandshallbecarriedintoeffectbeginningfromtheapproveddateofimplementation.

Issue

TheoriginalandthecopiesoftheManual:TheapprovalpageoftheoriginaloftheQualityAssuranceManualshallbeputbytheManagingDirector’sownsignature,andtherestpagesoftheoriginalManualshallbesignedbythoseresponsibleforpreparing,reviewingandapprovingthedocument.

ThecopiesoftheManualshallmeanthecopiesoftheoriginaloftheQualityAssuranceManual.TheoriginaloftheQualityAssuranceManualshallremaininthesolecustodyoftheQualityAssuranceDivisionandthecopiesoftheManualshallbeissuedtoalltheholdersoftheManual.

TheholdersofthemanualshallincludetheCompany’sleaders,ManagementRepresentative,managersofProjectDivisions,divisionmanagers,projectmanagersandotherapprovedholders.ThedetailsofthemanualholderswillbepreparedbytheQualityAssuranceDivisionandwillbesubmittedtotheManagementRepresentativeforapproval.

TheQualityAssuranceDivisionshallinunifiedway,distributetheManual.ThesealofcontrolleddocumentsshallbeattachedtotheQualityAssuranceManualdistributedbytheQualityAssuranceDivision.TheManualshallbenumberedforthecontrolpurpose.TheQualityAssuranceDivisionshallfilloutaregisterofcontrolleddocuments.

WhentheabovementionedholdersoftheManualleavetheirrelevantoffices,theyshallimmediatelyreturntheQualityAssuranceManualwhichtheyhold,andtheQualityAssuranceDivisionshallwriteofftheirregistrations.

Amendment

2.3.1 AnyamendmentstotheManualshallbemadebytheQualityAssurance DivisionandshallbeapprovedbytheManagingDirectoroftheCompany.Anyamendmentswithoutanofficialamendmentnoticeshallbedeemedtobenullandvoid.

TheQualityAssuranceDivisionshallberesponsibleforsendingtheamendmentnoticetotheholdersoftheManualandshallrequirealltheholderstoberesponsibleformakingamendments.TheQualityAssuranceDivisionshallkeeptherecordsofanyamendmentsontheAmendmentSheetsofQualityAssuranceManual.Theamendmentsheetsshall,togetherwiththecontentsofamendments,besenttoalltheholdersoftheManual.

UseandCustody

WhentheholdersoftheManualreceivetheamendmentsheetsofthequalitymanual,theholdersshallsequentiallyattachtheamendmentsheetstothefrontoftheManualinordertofindoutthecaseofamendmentstotheManual.

TheholdersoftheManualshallberesponsibleforimplementationoftheprovisionsoftheQualityAssuranceManual.

TheholdersoftheManualshallberesponsibleforthecustodyoftheManualwhichtheyhold,andshallpreventtheManualfromanydamage,lossandalterationstotheManual.WhentheManualisfounddamagedandlost,theholdersoftheManualshallimmediatelyreportthematterinquestiontotheQualityAssuranceDivision.

Subcontractor meansthelegalpersonorthenaturalpersontowhomsomepartsoftheWorksissubcontractedbysingingandconcludedtheSubcontractbetweentheCompanyandtheSubcontractor.SuchSubcontractoralsomeansoneoftheSubcontractorsdefinedintheStandards.

Supplier meansthelegalpersonorthenaturalpersonwhoprovidesproductsandmaterialstotheCompanybysigningandconcludingaContractforsupplyinggoods.SuchSupplieralsomeansoneoftheSubcontractorsdefinedintheStandards.

Employer’sContract meanstheContractfortheconstructionproject(works)signedandconcludedbyandbetweentheEmployerandtheCompany,ormeansalltherequirements(hereinafteralsocalledtheContract)agreedandcommunicatedbyanymeansbetweentheEmployerandthecompany.

ThequalitypolicyoftheCompanyshallbeasfollows:

WebelieveintheprincipleofwinningourEmployers’trustwithexcellenceinthequalityofourproductsandservices.

Thepolicyreflectswhatwerequireofourentirestaff:devotionandtrustworthiness.Translatedintoaction,thismeanscontinuousdrivetoraisetheefficiencyofmanagementandupdateourexpertisewithconcertedeffort.SuchimprovementisseeninthequalityofourproductsandservicesandinourunfailingefforttomeetalltherequirementsofourEmployers.

ThequalityobjectivesoftheCompanyshallbeasfollows:

Strictproceduresforthebestpossiblemanagement,highlevelexpertise,firstclassqualityguaranteedforallthecontractedWorks,projectsmeetingallrequirementsfortheirimmediatelyacceptancebyEmployersuponcompletion(immediatelyacceptanceratioupto100%),goodqualityratioupto80percentperunitofworks,workseligiblefor“ExcellenceinQuality”and“LubanPrize”awardsoftheMunicipalityandtheMinistry,guaranteedsatisfactionandzero-complaintsfromEmployers.

ThePersonnelDivisionshallberesponsiblefortrainingcoursesofthequalitypolicyandthequalityobjectives.ThePersonnelDivisionshallensurethatalltheCompanystaffshallbefamiliarwithandmasterthequalitypolicyandthequalityobjectives.

Inordertoimplementthequalitypolicyandthequalityobjectivesinalltheprojects,eachconstructionprojectshallworkoutthequalityplanningpriortothecommencementoftheworks,andshalldefinethequalityobjectivesandthemanagementmeasuresoftheproject.

beresponsibleforthemanagementandcontroloftheCompany’sfiles,andshallsuperviseandimplementtheControlofQualityRecordsProcedures.

preparethetrainingplanforallpersonneloftheCompany,and

shallsuperviseandimplementtheTrainingProcedures;

provideallpersonnelrelatingtothequalitymanagementandotherpersonnelofthemanagement,andshallassesstheirassignedtasks;

beresponsiblefortrainingallpersonnelperformingspecificassignedtasksandshallensurethatallstaffmembersaretheholdersoftheprofessionalqualificationcertificate.

EstimationDivisionshall

preparethetenderdocuments,guideandparticipateintheContractevaluation,andshallpromoteandimplementtheContractReviewProcedures;

beresponsibleforevaluatingtheSubcontractor,assisttheProjectDivisionsinselectingtheSubcontractor,andshallsuperviseandimplementtheSubcontractorSelectProcedures;

preparethetrainingplanforthepersonnelrelatingtothetenderingandotherbusinessmanagementandshallimplementthetrainingplantogetherwiththePersonnelDivision.

FinancialDivisionshall

reviewtherelevantSub-clausesconcerningfinancialmattersintheContract(byandbetweentheEmployerandtheCompany),theSub-Contract(byandbetweentheCompanyandSubcontractor)andthe purchaseContract(byandbetweentheCompanyandtheSupplier);

participateinreviewingthequalificationandselectionofSub-contractor andtheSuppliers,andshallberesponsibleforanalysisandevaluationof thefinancialpositionandthepaymentabilityoftheSubcontractorand theSuppliers.

beresponsiblefortheevaluationoftheSuppliers,thepurchaseofthematerialsandtheverificationthepurchasedproduct,andshallsuperviseandimplementtheProductPurchasingProcedures;

superviseandimplementtheProductIdentificationandTraceabilityProcedures,andtheHandling,Storage,Packaging,PreservationandDeliveryprocedures;

beresponsibleforpurchasingmachineryandequipmentforthecontractedconstructionworksincludingthecorrespondingservicing;

preparethetrainingplanforthepersonnelrelatingtopurchaseandsupplyofthematerials,andshallimplementthetrainingplantogetherwiththePersonnelDivision.

TechnicalSupplyDivisionshall

beresponsibleforthetechnicalspecificationsoftheWorksandthestandardsmanagement,andshalldefinethestandardsofworkmanshipandtheconstructionmethods,andshallsuperviseandimplementtheInspectionandTestingProceduresandtheInspectionand TestStatusProcedures;

participateinthetenderingoftheproject,andshallpreparetheconstructionplan;

assisttheProjectinpreparingtheConstructionorganization,designandthemajorconstructionplan;

beresponsibleforthedevelopmentandthepromotionofnewtechnology,newworkmanshipandnewconstructionmaterials;

beresponsibleforthecontrolofinspection,measuringandtestequipmentandthequantitymeasurement,andshallsuperviseandimplementtheControlofInspection,MeasuringandTestEquipmentProcedures;
