25、上海市突發(fā)公共事件總體應(yīng)急預(yù)案（自2006 年 1 月起施行）物業(yè)管理企業(yè)資質(zhì)管理辦法建設(shè)部令第164 號(hào)（2007）上海市電梯安全監(jiān)察辦法（上海市人民政府令第22 號(hào)，自 2004 年 8 月 1 日起施行）3 術(shù)語和定義3.1 通用廠房即標(biāo)準(zhǔn)廠房，是由政府規(guī)劃批準(zhǔn)建造，供水、供電、供氣、通訊、道路、倉儲(chǔ)及其他配套設(shè)施齊全，能滿足從事工業(yè)生產(chǎn)和科學(xué)試驗(yàn)需要的標(biāo)準(zhǔn)性建筑物或建筑物群體。3.2 倉儲(chǔ)為堆放和儲(chǔ)運(yùn)產(chǎn)品、原料及貨物而建造的建筑物。4 基本要求4.1 資質(zhì)物業(yè)服務(wù)企業(yè)應(yīng)具有從事物業(yè)管理服務(wù)的資質(zhì)，應(yīng)符合建設(shè)部物業(yè)管理企業(yè)資質(zhì)管理試行辦法的要求。4.2 服務(wù)機(jī)構(gòu)與人力資源配置4.2.1

26、物業(yè)服務(wù)企業(yè)應(yīng)根據(jù)園區(qū)的具體情況及合同約定，設(shè)置相適應(yīng)的物業(yè)服務(wù)機(jī)構(gòu)，配備服務(wù)人員和服務(wù)設(shè)施。4.2.2 服務(wù)人員應(yīng)取得相應(yīng)的物業(yè)服務(wù)從業(yè)資格證書或崗位證書，專業(yè)技術(shù)、操作人員應(yīng)取得相應(yīng)專業(yè)技術(shù)證書或職業(yè)技能資格證書。4.2.3 服務(wù)人員應(yīng)按規(guī)定統(tǒng)一著裝，儀表儀容整潔端莊。在服務(wù)過程中用語文明，行為規(guī)范，服務(wù)主動(dòng)。4.2.5 服務(wù)人員應(yīng)及時(shí)、認(rèn)真做好工作記錄，做到字跡清晰、數(shù)據(jù)準(zhǔn)確。4.2.6 服務(wù)人員應(yīng)掌握物業(yè)服務(wù)基本法律法規(guī)，熟悉園區(qū)的基本情況，能正確使用相關(guān)專用設(shè)備。4.3 基本物業(yè)服務(wù)4.3.1 提供設(shè)施設(shè)備維護(hù)保養(yǎng)工作，確保公共設(shè)施設(shè)備的正常運(yùn)行。4.3.3 提供全天候的公共秩序維護(hù)

27、服務(wù)和安全防范服務(wù)。4.3.4 提供規(guī)范的環(huán)境保潔服務(wù)，為客戶提供整潔、衛(wèi)生、安全、美觀的環(huán)境。4.3.5 提供綠地養(yǎng)護(hù)服務(wù)，保持區(qū)域整體的景觀效果。4.3.7 根據(jù)相關(guān)法律、法規(guī)， 結(jié)合園區(qū)實(shí)際情況，對(duì)影響園區(qū)公共環(huán)境的各項(xiàng)環(huán)境因素進(jìn)行識(shí)別和控制，制定環(huán)境管理措施。4.3.8 對(duì)自然災(zāi)害、事故災(zāi)害、公共衛(wèi)生事件和社會(huì)安全事件等突發(fā)公共事件建立突發(fā)事件應(yīng)急處理預(yù)案，并組織實(shí)施培訓(xùn)、演習(xí)、評(píng)價(jià)和改進(jìn)，事發(fā)時(shí)按規(guī)定途徑及時(shí)報(bào)告客戶和有關(guān)部門，并采取相應(yīng)措施。4.4 財(cái)務(wù)管理popular i nnovation,the much antici patede ntrepre ne urialatmo

38、容至少應(yīng)包括：物業(yè)承接驗(yàn)收資料；園區(qū)及其配套設(shè)施權(quán)屬清冊(cè)資料；設(shè)備設(shè)施維護(hù)管理資料；客戶信息資料；日常管理資料。5 安全管理與服務(wù)5.3 內(nèi)部運(yùn)作要求5.1.1 在遵守國家有關(guān)法律法規(guī)的前提下，制定園區(qū)公共秩序維護(hù)方面的公眾制度及內(nèi)部管理規(guī)定，包括園區(qū)公共秩序維護(hù)崗位設(shè)置、崗位規(guī)范及職責(zé)、運(yùn)作管理規(guī)程、設(shè)施設(shè)備使用管理規(guī)定等。5.1.2 保安人員應(yīng)統(tǒng)一著裝，儀表儀容整潔端莊，熟悉園區(qū)及業(yè)戶的基本情況，值崗時(shí)用語規(guī)范，服務(wù)主動(dòng)。5.1.3 書面形式記錄各項(xiàng)工作的開展情況，包括值班記錄和巡視記錄、交接班記錄、車輛進(jìn)出記錄、人員進(jìn)出記錄等。5.1.4 設(shè)置門崗、巡視及監(jiān)控崗位，并配置相應(yīng)的公共秩序維

39、護(hù)人員；視實(shí)際需要和服務(wù)合同的約定設(shè)置其他崗位。5.1.5 配備專用物品、器材、設(shè)備，物資管理有序，可隨時(shí)使用。5.2 公共秩序維護(hù)5.2.1 人員進(jìn)出5.2.1.1 園區(qū)主要出入口應(yīng)安排秩序維護(hù)人員24小時(shí)值守。5.2.1.2 合理控制園區(qū)內(nèi)的人員進(jìn)出，對(duì)訪客提供必要的指引服務(wù)，對(duì)施工、送貨、參觀等外來人員應(yīng)實(shí)施必要的管理控制措施，對(duì)推銷、拾荒等閑雜人員應(yīng)勸阻其進(jìn)入園區(qū)。5.2.1.3 開放式園區(qū)應(yīng)設(shè)有技防設(shè)施，通過技防和人防相結(jié)合的措施，確保園區(qū)內(nèi)的有序和安全。5.2.2 物品進(jìn)出5.2.2.1 對(duì)貨運(yùn)車輛的進(jìn)出及以其他方式帶出園區(qū)的大件物品，應(yīng)要求業(yè)戶配合提供相關(guān)的放行憑證；5.2.2.

40、2 在事先獲得政府有關(guān)部門的許可并向本區(qū)域服務(wù)機(jī)構(gòu)提供許可文件并做好各項(xiàng)安全防范措施后，業(yè)戶因生產(chǎn)所需的易燃、易爆、有毒等危險(xiǎn)品可運(yùn)入園區(qū)。5.2.2.3 設(shè)有貨運(yùn)電梯的，應(yīng)阻止任何人員使用載客電梯運(yùn)送大件物品，貨運(yùn)電梯應(yīng)設(shè)專人駕駛操作。5.2.3 車輛進(jìn)出5.2.3.1 根據(jù)公共信息標(biāo)志圖形符號(hào)要求，設(shè)置各類交通和安全警示標(biāo)志，車庫場內(nèi)配有相關(guān)的照明設(shè)施、停車設(shè)施和滅火器材。5.2.3.2 車輛行駛、停放指引標(biāo)識(shí)、標(biāo)線明顯，保持設(shè)施和標(biāo)志的完好。5.2.3.3 設(shè)置機(jī)動(dòng)車、非機(jī)動(dòng)車和人行道出入口，并可根據(jù)實(shí)際狀況安排是否設(shè)立機(jī)動(dòng)車輛獨(dú)立進(jìn)出通道和非機(jī)動(dòng)車停放區(qū)域；進(jìn)出通道處應(yīng)設(shè)置減速緩行裝置

41、。5.2.3.4 對(duì)進(jìn)出園區(qū)的車輛進(jìn)行發(fā)證、登記管理，維護(hù)交通秩序，引導(dǎo)車輛行駛、停放有序。貨運(yùn)車輛裝、卸貨應(yīng)在指定區(qū)域內(nèi)進(jìn)行。5.2.4 監(jiān)控崗服務(wù)5.2.4.1 熟悉各類控制系統(tǒng)（包括但不僅限于下列系統(tǒng)：閉路電視監(jiān)控系統(tǒng)、消防報(bào)警系統(tǒng)、紅外報(bào)警系統(tǒng)、門禁系統(tǒng)、道閘系統(tǒng)、巡更系統(tǒng)、煤氣自動(dòng)報(bào)警系統(tǒng)等安防系統(tǒng)）的操作方 法并確保處于正常運(yùn)行狀態(tài)。5.2.4.2 監(jiān)視、監(jiān)控及報(bào)警系統(tǒng)設(shè)施設(shè)備應(yīng)24小時(shí)開通，保持監(jiān)控記錄完整，符合上海市社會(huì)公共安全技術(shù)防范管理辦法的要求。5.2.4.3 監(jiān)控人員對(duì)監(jiān)控記錄應(yīng)嚴(yán)格保密，未經(jīng)上級(jí)允許，不得擅自泄露記錄內(nèi)容和資料。5.2.5 巡視崗服務(wù)5.2.5.1 制
