社會保障國際比較(雙語)-教學大綱

《社會保障國比較（雙語教學大綱：專業(yè)選修課學時講課學時26：6：一、課程的教學目標本課程是社會保障專業(yè)學生的專業(yè)選修課程人才培養(yǎng)方案上起承前啟后的作用。本課程立足國際，服務(wù)中國，學生在學習本課程后，將對社會保障的國際趨勢有一個基本的了解，通過對國際社會保障理論、社會保險、社會福利、社會救助等領(lǐng)域進行深層次的研究和探討，在保障對象、享受條件、籌資模式、支付方式保障水平運行效果等方面進行比較分析能為我國的社會保障制度改革提供有益的經(jīng)驗使我國的社會保障體制的改革與發(fā)展少走彎路并且盡快與國際慣例接軌。本課程將為社會保險基金等后續(xù)課程提供一個廣闊的國際視野，并有助于學生完善本學科知識體系、加深專業(yè)理論素養(yǎng)。二、教基本要求（一）教學內(nèi)容第一章，導論:介紹社會保障制度在世界范圍內(nèi)的建立和發(fā)展；論述社會保障國際比較的內(nèi)容界定、價值定位、比較方法。第二章，世界社會保障模式比較:介紹社會保障制度的基本類型；比較各種類型的社會保障模式實施效果；論述其對中國的啟示。第三章，社會保障基金的籌集模式及資金運營國際比較比較各種社會保障基金模式、社會保障基金的分擔方式、管理方式、投資運營模式。第四章社會保障水平國際比較介紹對各國社會保障支出水平社會保障適度水平、社會保障水平經(jīng)濟效應(yīng)的比較方法。

第五章，社會保障管理體制國際比較:比較各種類型的社會保障基金籌集模式、基金管理、基金投資運營及基金監(jiān)管體制，總結(jié)其成功經(jīng)驗。第六章，養(yǎng)老保險制度的國際比較:論述養(yǎng)老保險制度的發(fā)展及多層次養(yǎng)老保險體系的建立，總結(jié)國際經(jīng)驗對中國的啟示。第七章，醫(yī)療保險制度國際比較:介紹國外各種類型的醫(yī)療保險模式和醫(yī)療保險運行體系，總結(jié)其對中國的啟示。第八章，就業(yè)保障制度國際比較:對失業(yè)保險制度、世界各國就業(yè)保障進行比較，總結(jié)其對中國的啟示。第九章，職業(yè)傷害保險制度國際比較:介紹世界職業(yè)傷害保險制度，比較世界職業(yè)傷害保險制度，總結(jié)其對中國的啟示。第十章，社會福利制度國際比較:對西方福利國家社會福利制度進行闡述與比較，分析其面臨的危機，總結(jié)其對中國的啟示。第十一章會救助制度國際比較論述社會救助制度的含義源與發(fā)展、進行國際比較，總結(jié)其對中國的啟示。（二）教學方法和手段本課程采取多媒體教學課堂教學采取講課與課堂提問討論的方式進行教學方法以分析的方法進行歸類比較的方法進行研究過運用縱向比較方法、橫向比較方法和理論與實際比較方法國際社會保障制度不同模式中的各國社會保障理論社會保障政策和社會保障實踐進行分析和比較研究力求在比較研究中，搞清國外的社會經(jīng)濟背景和社會保障運行狀況，從中找出規(guī)律性的東西，為我們提供準確判斷的思路。具體說來，還運用五個相結(jié)合的方法1、宏觀分析與微觀解剖相結(jié)合2、一般概括和典型分析相結(jié)合3、歷史總結(jié)與現(xiàn)實分析相結(jié)合；4、經(jīng)驗總結(jié)和教訓分析相結(jié)合；5國際比較與國內(nèi)借鑒相結(jié)合。（三）考核方式課程考核方式為論文考試，期末考試成績70%，平時的考勤及課堂討論發(fā)言作為平時成績占總成績的30%。（四）學習要求

學習本課程應(yīng)具備一定的行政管理、社會政策、數(shù)學方面的有關(guān)基礎(chǔ)知識；要求學生已經(jīng)在本課程之前修過社會保障學等基礎(chǔ)課程課程要求學生具備一定的自學能力既要課前預習還要在課后注意閱讀有關(guān)國際社會保障的最新動態(tài)配合老師搞好課堂討論積極發(fā)言并把學生在課堂的平時表現(xiàn)作為期末成績評定的一部分，計為總分的30%。三、各教學環(huán)節(jié)學時分配教學課分配序號1
