Amidabackdropofpoliticalandmacroeconomic

uncertainty,globalelectricvehicleuseandrelated

growthin2024.Butbeneaththisbroadtrendliesomeintriguingregionalandnationalvariations,whichweanalyzeinthislatesteditionofourEVChargingIndex.TheoverallEVsalespenetrationrate-whichincludesbothbattery(BEV)andplug-inhybridelectricvehicles(PHEV)-increasedfrom20%in2023to25%in2024.

China,whichretainsaleadingpositioninourIndex,sawitssalespenetrationrateincreasefrom36%to49%,thoughmanyothermaturemarketssawlittleifanygrowthonthismetric.

Improvementsinpubliccharginginfrastructure

provisionweremorecommon,withonlyMiddleEast

andNorthAfrica(MENA)andChinaseeingadropin

sufficiencyrates,althoughsufficiencyremainsvery

highinChina.Theshareof(faster)DCchargepointsroseacrossallregions,drivingusersatisfactionwith

theoverallpublicchargingexperience-around

fourinfivesurveyrespondentsnotedthatpublic

chargingisbecomingmoreconvenient.Despitetheseimprovements,thereisstillworktobedone,asthetopuserfrustrationsremainconsistent:lengthycharge

timesandinsufficientinfrastructure.

WhatdoesthismeanforourIndexscoring?China

leadsourranking,whilethechasingpackisbecomingincreasinglytightlygroupedasyoungermarketsgainonmorematureones.ThelikesofFranceandthe

UKhaveclosedthegapontheleadersoverthelasttwoyears,whileSoutheastAsianmarketssuchas

Thailandhaveimprovedtheirscoresconsiderably.

It'sasimilarstoryinMENAandemergingmarketslikeBrazilandIndia,suggestingthatwhatthesemarketsmaylackinEVsalespenetration,theymakeupforinimprovementsinchargingprovision,technology,andusersatisfaction.

AsEVsbecomemorewidespread,userbehavior

continuestoevolve.EnvironmentalbenefitsremainaleadingdriverofEVadoption,butthesenow

sitalongsidetheperceptionthatEVsofferlower

operatingcoststhanICEvehicles.With80%ofusersdriving10,000kilometersormoreeachyearand

72%drivingtheirEVsatleastfourdaysaweek,

EVsareincreasinglybecomingeverydayvehicles.

ThevastmajorityofEVdrivershaveaccesstohomecharging,withtheslightdecreaseobservedin2024consistentwiththegradualshiftawayfromthe

archetypalearlyEVadopterswithparkingontheirownprivateproperty.AccesstoprivatechargingathomeismuchhigheramongEVdriversinNorthAmericathaninotherregions.Despite85%ofusersgloballyhavingaccesstoprivateorsharedhomecharging,EVusersstillconductalmosthalfoftheirtotalchargingawayfromhome,emphasizingtheimportanceofpubliccharginginfrastructure.

Lastly,ourstudylooksatthechargepointoperatormarket.Thishasprovenachallengingenvironment,particularlyinNorthAmericaandEurope,but

participantscontinuetoevolverapidlyinresponse.

SalespenetrationratespaintamixedpictureinEurope.Over2.7millionnewpassengercarEVsweresoldin2024

–morethan15%ofallnewcarsales,althoughthiswasbroadlysimilarto2023.Asaresult,overallpenetrationinthecontinent'svehicleparcapproached5%,meaningaroundonein20carsontheroadinEuropeisnowanEV,withthemajorityBEVs.Butwithcostheadwindsandbatterysupplychainissuesremaining,thisgrowthwasinlinewithourmoreconservativeforecasts.

Atacountrylevel,EVsalespenetrationratescreptupinmarketssuchasBelgium,theUK,andPortugalasconsumerperceptioncontinuestoshift,costsfall,andcharginginfrastructureimproves.

However,ratesremainedstagnantordeclinedslightlyinnumerousothers,includingFrance,Italy,andRomania.Germanysawitssecondconsecutivefallfollowingakeypolicychangeinlate2023,whichsawtheremovalofnationalBEVpurchasesubsidies.

Lookingahead,therelaxationofemissionsregulationsatEUlevelresultsinaslightlysofteroutlookacrosssomeEuropeanmarketsforEVuptakethanwaspreviouslyforecastoverthenexttwotothreeyears.However,thiswilllikelyhavelittleimpactonelectrificationinthelongterm.

BeyondthemajorchangetoGermanEVsubsidiesenactedinJanuary2024,developmentsinnationalandlocalpolicyelsewherehavebeenmixed.Onthepositiveside,Austria'sKlimafahrplanaimstomakeallnewlyregisteredpassengercarsinViennaemission-freeby

2030.Meanwhile,HungaryhasreceivedfundingfromtheREPowerEUplantoimprovechargepointcoverage,andRomaniawillincreaseitsBEVsubsidytoEUR7,500.

However,Switzerlandrejectedanewnationalfundingprogramforchargerinstallationsinapartmentbuildingsandparkinglots.And,intheNetherlands,taxbreaksforEVswillendin2025,signalingagradualtaxincreasefrom

2026–earlierthanexpected.

TherelaxationofemissionsregulationsatEUlevelresultsinaslightlysofteroutlookacrosssomeEuropeanmarketsforEVuptakeoverthenexttwotothreeyears.

Steadysalesgrowthbutpoliticalheadwindsbeckon

EVsalespenetrationratesincreasedacrosstheNorthAmericaregion,withtheUnitedStatestickingupfrom10%to11%,whileCanadarosefrom9%to15%andthenascentMexicanmarketgrewfrom1%to2%.

Despiteaslowdowninthegrowthrate,volumecontinuedtoexpandacrosstheregion,withmorethan

1.9millionnewpassengercarEVssoldin2024,upfrom

1.6millionin2023.KeydriversincludetheavailabilityofnewmodelsandreducedpricingaswellasrebatesfromtheInflationReductionAct(IRAfortheUnitedStates).ThesefactorshavealsocontributedtoanincreaseinEVleasing.TheIRAallowsEVleasestoqualifyforaUSD7,500taxcredit–moreappealingthanoutrightpurchasesandloans,whichhavemoreonerousqualificationcriteria.Thisfundinghasalloweddealerstoofferattractivemonthlyleasingpayments.

Crucially,thechangeofadministrationintheUnitedStateshasplaceddoubtonfuturesalesgrowthforEVs.Federalsupportisbeingrapidlywithdrawn,whiletailpipeemissionsregulationsarebecominglooser.

Currentlyunderconsideration,the"BigBeautifulBill"wouldremoveallEV-relatedrebatesandincentivescoveredbytheIRA–potentiallybytheendof2025.Meanwhile,inMay2025,CongressvotedtoremoveawaiverthatallowedtheCaliforniaAirResourcesBoardtosetemissionsregulationsthatarestricterthannationalrequirements(AdvancedCleanCarsandAdvancedCleanTrucks).Thematterisnowsubjecttoalegaldispute.Whetherthewaiverisallowedtoremainuntilthingsareresolvedisunclear.

That'snotall:ofgreaterimportancetoOEMsistheturbulenttariffsituation,whichwillhaveagreaterimpactthanchangestoEVrebates.WeexpectEVsalesgrowthtocontinue,albeitatamoderatepacewithanincreasedshareofPHEVs.

2.3/Asia-Pacific:

Salespenetrationvariesstronglyasgrowthcontinues

RegionalgrowthinsalespenetrationrateswasbroadlystrongacrossAsia-Pacific,althoughmarketmaturityvariesconsiderably.EVsrepresented49%ofnewcarsalesinChina,upfrom36%in2023.Thailand,Vietnam,andSingaporeallregisteredEVsalespenetrationratesofatleast20%,whileratesremainedsteadybutlowinJapan(4%)andIndia(2%).

Theregionisincrediblydiverse,withnumerousreasonsbehindthedivergenceinEVadoption.InChina,theclearregionalleader,electrificationhasnowbeenastrategicpriorityforthegovernmentformanyyears,andthisiswhereover90%ofregionalEVsalesvolumesremain,withmorethan11millionnewpassengercarEVssoldin2024.

Amongitsmostsuccessfulpoliciesisthetrade-insubsidyscheme,whichhasbeenrenewedfor2025afterreceivingmorethanfourmillionapplicationsin2024.ItofferssubsidiesofuptoRMB20,000(USD2,730).

Lookingahead,theMinistryofIndustryandInformationTechnologyhasproposeddraftlegislationsettingmandatoryEVsalestargetsforautomakers:48%in2026and58%by2027.Concurrently,massiveinvestmentscontinueincharginginfrastructure,aimingtosupport20millionEVsby2025,reducerangeanxiety,andenablemassadoption.

Meanwhile,inJapan,EVpenetrationinnewcarsalesremainedbetween3-4%forthethirdyearrunning.Thereasonsforthisaremultifaceted,butonefactoristhehighproportionofJapaneselivinginapartmentcomplexes,resultinginlimitedaccesstoprivatechargingfacilities.Thisiscoupledwithaperceivedlackofdevelopmentinpubliccharginginfrastructure,althoughthisisnowbeingaddressedbyincreasedgovernmentinvestmentandsupportivepolicy.

otsolongago,environmentalprotectionwasthekeydriverbehindEVadoption.It'sstillthenumberonefactor,butitnowsitsalongsidetheperceptionthatEVsofferloweroperatingcoststhanICEvehicles.InAsia-PacificandtheAmericas,reducedoperatingcosthasevenovertakenthegreencaseforusinganEV.EVsareincreasinglybeingusedaseverydayvehicles,with80%ofusersdriving10,000kilometersormoreeachyearand74%drivingtheirEVsatleastfourdaysaweek.

3.1/WhyEVdriversgoelectric

BEVdriversinAsia-Pacificarethemostpassionateabouttheirvehicles.Morethanthreequarterssaidthey"lovehavingaBEVandtakeanactiveinterestinrunningandchargingit"(77%).ThisisslightlyhigherthaninNorthAmerica(76%),andsignificantlymorethanEurope's62%,whereusersaremorelikelyto"paysomeattentiontomyusageandchargingbehavior,butnotthatintoit"(28%).
