51、arne d,consci ously studyresults intopla nni ng work, newideas,本項(xiàng)目參建各方的人員不得以專家身份參加專家論證會(huì)。2.5 專家論證的主要內(nèi)容:(1)專項(xiàng)方案內(nèi)容是否完整、可行;(2)專項(xiàng)方案計(jì)算書和驗(yàn)算依據(jù)是否符合有關(guān)標(biāo)準(zhǔn)規(guī)范;(3)安全施工的基本條件是否滿足現(xiàn)場(chǎng)實(shí)際情況。專項(xiàng)方案經(jīng)論證后,專家組應(yīng)當(dāng)提交論證報(bào)告,對(duì)論證的內(nèi)容提出明確的意見,并在論證報(bào)告上簽字。該報(bào)告作為專項(xiàng)方案修改完善的指導(dǎo)意見。2.6 施工單位應(yīng)當(dāng)根據(jù)論證報(bào)告修改完善專項(xiàng)方案,并經(jīng)施工單位技術(shù)負(fù)責(zé)人、項(xiàng)目總監(jiān)理工程師、建設(shè)單位項(xiàng)目負(fù)責(zé)人簽字后,方可組織實(shí)施。實(shí)行
52、施工總承包的,應(yīng)當(dāng)由施工總承包單位、相關(guān)專業(yè)承包單位技術(shù)負(fù)責(zé)人簽字。2.7 專項(xiàng)方案經(jīng)論證后需做重大修改的,施工單位應(yīng)當(dāng)按照論證報(bào)告修改,并重新組織專家進(jìn)行論證。2.8 施工單位應(yīng)當(dāng)嚴(yán)格按照專項(xiàng)方案組織施工,不得擅自修改、調(diào)整專項(xiàng)方案。如因設(shè)計(jì)、結(jié)構(gòu)、外部環(huán)境等因素發(fā)生變化確需修改的,修改后的專項(xiàng)方案應(yīng)當(dāng)按本辦法第八條重新審核。對(duì)于超過一定規(guī)模的危險(xiǎn)性較大工程的專項(xiàng)方案,施工單位應(yīng)當(dāng)重新組織專家進(jìn)行論證。2.9 專項(xiàng)方案實(shí)施前,編制人員或項(xiàng)目技術(shù)負(fù)責(zé)人應(yīng)當(dāng)向現(xiàn)場(chǎng)管理人員和作業(yè)人員進(jìn)行安全技術(shù)交底。2.10 施工單位應(yīng)當(dāng)指定專人對(duì)專項(xiàng)方案實(shí)施情況進(jìn)行現(xiàn)場(chǎng)監(jiān)督和按規(guī)定進(jìn)行監(jiān)測(cè)。發(fā)現(xiàn)不按照專項(xiàng)方案施
53、工的,應(yīng)當(dāng)要求其立即整改;發(fā)現(xiàn)有危及人身安全緊急情況的,應(yīng)當(dāng)立即組織作業(yè)人員撤離危險(xiǎn)區(qū)域。施工單位技術(shù)負(fù)責(zé)人應(yīng)當(dāng)定期巡查專項(xiàng)方案實(shí)施情況。2.11 對(duì)于按規(guī)定需要驗(yàn)收的危險(xiǎn)性較大的分部分項(xiàng)工程,施工單位、監(jiān)理單位應(yīng)當(dāng)組織有關(guān)人員進(jìn)行驗(yàn)收。驗(yàn)收合格的,經(jīng)施工單位項(xiàng)目技術(shù)負(fù)責(zé)人及項(xiàng)目總監(jiān)理工程師簽字后,方可進(jìn)入下一道工序。2.12 監(jiān)理單位應(yīng)當(dāng)將危險(xiǎn)性較大的分部分項(xiàng)工程列入監(jiān)理規(guī)劃和監(jiān)理實(shí)施細(xì)則,應(yīng)當(dāng)針對(duì)工程特點(diǎn)、周邊環(huán)境和施工工藝等,制定安全監(jiān)理工作流ewmeasures topr omote work,the couragetotake responsibility, daretobreak
