5、al Standards & Assurance Strategy approach for the whole of the SECCO facility. The document has been developed in order to create a global cross-discipline guide for the development of the process derivatives plants and offsites involved in this project. The Strategy shall be used as a guide by all
6、 parties involved in this development and as such will be subject of input from all concerned. It will be arranged as a support for the Shanghai Secco Petrochemical Company Ltd, SECCO IPMT and Chinese Legislative requirements to ensure that the design process incorporates the best available practice
7、 with the optimisation of resource and cost.As a link to the responsibilities of the Operator, Shanghai Secco Petrochemical Company Ltd an Integrated Project Management Team (IPMT) has been established to manage the Shanghai Ethylene Cracker Complex (SECCO) project and its engineering contractors.Th
8、e document links the hazard assessment requirements, and any Environmental Standards & Assurance Strategy process, to the design development by ensuring that reliable and effective safety and emergency systems are incorporated. This will provide an overall system, which will help to minimise the los
9、s of life, production, capital investment and damage to the environment should an accidental event occur.This document while providing the basic safety design guidelines for the Project does not attempt to cover in detail every aspect of safety design. Reference should be made therefore, to specific
10、 discipline philosophies and specifications as appropriate. The strategy does not relieve personnel of Shanghai Secco Petrochemical Company Ltd. SECCO IPMT, the Main Engineering Contractors and their sub-contractors and Suppliers from their responsibilities for the safe development of the design und
11、er current applicable legislative requirements pertaining to the development. 1.2 Description Of FacilityShanghai Secco Petrochemical Company Limited, as Operator, has been formed to build an internationally competitive, world scale, integrated petrochemical complex to manufacture chemical products
12、safely within an ethylene cracker complex. To this end the design and construction is being carried out by Joint Venture Partners BP Amoco, SINOPEC and SPC as part of the Shanghai Ethylene Cracker Complex Integrated Project Management Team ( SECCO IPMT ). The headquarters of Shanghai Secco Petrochem
13、ical Company Limited is located in Jinshan whilst the headquarters of the SECCO IPMT is in central Shanghai city.The project site is located within Shanghai Chemical Industry Park (SCIP) at Caojing, P R China. SCIP lies on the northern bank of Hangzhou Bay, on the boundary of Jinshan area and Fengxi
14、an county. The western part of the SCIP site faces Caojin in Jinshan and eastern part faces Huqiao town and Tuolin town of Fengxiao county. SCIP is 50km away from Shanghai city and 12km away from Sinopec SPC, Jinshan. The total area of the SCIP site to be eventually developed covers 23.4 Km2, of whi
15、ch a plot area of 9.77 Km2 has been allocated for SECCO project. The area reserved for the ethylene cracker on complex comprises blocks A1, A2, A3 and B1.The SCIP site is based upon reclaimed land, largely undeveloped, held secure from the sea by a sea wall with a series of managed dykes and a canal
16、 inside. A road system is in place within the SCIP site to access the varying plots for development and a rail line will also be brought in. SECCO product will be exported by pipeline, either via tankage direct to the end user or by a 3rd party operated jetty for tanker loading. Similarly raw materi
17、als for the process will be brought in by external pipeline or via the jetty.The Development Plan for SECCO Project envisages three phases of development; Process Design Package (PDP) and Basic Engineering (BE), Detail Engineering (DE), Procurement ( P ) and Construction, Commissioning (CC) and Hand
18、 Over.The SECCO development is split into the following engineering/procurement packages; Olefins, (Licensor - Lummus, BASF & Sinotec) Ethylene Unit (ETU) Gasoline Treatment Unit (GTU) Olefins Conversion Unit (OCU) Butadiene (BEP) Common Facilities Styrenics, (Licensor - Lummus & BP) PS Train 1 (PS1
19、) PS Train 2 (PS2) PS Train 3 (PS3) Common Facilities Polyolefins, (Licensor BP) PE Train 1 (PE1) PE Train 2 (PE2) PP Train 1 (PP1) Common Facilities Acrylonitrile (AN), (Licensor BP) Common Facilities Methyl Methacrylate (MMA) (Licensor Inneos) HOLD Common Facilities OSBL, Outside Battery Limits,Ea
20、ch of the downstream facilities will be constructed under several main contractors who have specialist expertise in the particular plant complexity.The Secco facility covers several different sites and will in the future be extended and developed for additional facilities. It is not the intention, w
21、ithin the scope of the current project, to facilitate the further development of the Fire and Gas Detection services for future new plant areas. This should be further reviewed in light of locations of possible new plant areas on SECCO facililities.1.3 Integrated Project Management Team (Ipmt) Strat
22、egyThe IPMT strategy for Quantitive Risk Assessment shall be is to develop, within a Health, Safety and Environmental background, a philosophy, incorporating standards and specifications in order that a common and uniform approach is adopted to ensure across the plot standardisation. By adopting a c
23、ommon standard it is intended to create a situation where facilities are, assessed, engineered and supplied/installed on a uniform basis and hence negate a situation which has arrived at a differing engineering solution and differing component parts.1.4 Life Cycle CostsRefer to Life Cycle Cost Evalu
24、ation The projected life of the Petrochemical Complex including the Offsites Utilities is given as 25 years. Any equipment, therefore, referenced within this philosophy should meet this requirement and be guaranteed for this time period notwithstanding misuse, non-maintenance etc. For this purpose a
25、ny recommendations regarding the type of use of equipment and the choice of materials used should be taken into consideration. Where practical savings may be made, along with ease of use, by using off-the-shelf equipment that may require replacement before this period of time, then this shall be adv

51、egy.3.0 SCOPE OF WORK3.1 GeneralThe Environmental Philosophypreparedfor theSECCO Project to assess the consequences of identified major hazards particularly, those which could result in harm to people and or the environment. The Environmental Management System is to be based on the updated approved
52、for design (AFD) information for each part of the project.4.0 ENVIRONMENTAL PHILOSOPHYThe purpose of this document is to help provide the outline philosophies and guidance on satisfying the requirements of the policy throughout the design and operation of the various process plants and utility facil
53、ities.on satisfying the corporate goal of no damage to the environment in the most cost effective manor. SECCO will, by developing baseline environmental conditions and using a zero damage base case, apply processes that will lead to the optimal development concept. This will take into account speci
54、fic conditions, such as: the scope of the operation, local environment, applicable legislation and commitments, public perception and JV partner buy-in. SECCO embraces the following philosophies to achieve the environmental goals of sound design, construction, commissioning and operation:-We will us
55、e best available practical technology and management control techniques to design, construct, commission and operate the facilities to established international and national legislation, codes and standards for environmental performance.Where variations from the specific goals of no damage to the en
56、vironment are proposed, a stringent, reviewed, justification process will be demonstrated quantifying expected damage levels. Where environmental damage cannot be eliminated, systems for managing by-product or emission streams through mitigation and remediation will be developed using the following
57、priorities: Recover, recycle, reuse. Sell as a byproduct to facilities that can effectively reclaim and use the material. Use unsaleable or unusable hydrocarbon streams as fuel. Hydrocarbon wastes liquids and gases that cannot be used as fuel will be disposed of by controlled incineration. All other wastes which cannot be eliminated by design will be disposed of without damage to the environment. Waste treatment facilities will be designed and operated to ensure effl
